Refund and Returns Policy

Returns and Refund Policy

Last updated: 13 August 2026

1. Donations, not product purchases

The Pinegowrie Post Office Precinct Project website accepts voluntary community donations.

No physical or digital goods are sold or delivered through the donation facility. As a result, conventional product returns, exchanges and delivery-related refunds do not apply.

2. General refund position

Donations are generally non-refundable because funds may be allocated or committed to project expenses shortly after payment is received.

These expenses may include:

  • Waste removal and site cleaning
  • Fencing and security improvements
  • Infrastructure repairs
  • Equipment, materials and professional services
  • Ongoing maintenance
  • Reasonable project administration and communication costs

Submitting a refund request does not automatically guarantee that a refund will be approved.

3. When a refund may be considered

We will consider a refund where:

  • The same donation was accidentally processed more than once
  • An incorrect donation amount was entered
  • A technical error caused an unintended transaction
  • The payment was made without the account holder’s authorisation
  • Another exceptional circumstance reasonably justifies a refund

Each request will be considered fairly according to its circumstances, the payment information available and whether the funds have already been committed or spent.

Nothing in this policy limits any right or remedy that cannot lawfully be excluded under South African law.

4. Refund request period

Please contact us as soon as possible after identifying an error.

Refund requests should preferably be submitted within seven calendar days of the donation date.

Requests submitted later may still be considered, but approval may be more difficult where the donation has already been allocated or spent on project activities.

5. How to request a refund

Send your request to:

Email: [insert BCA email address]

Please include:

  • Your full name
  • The email address used when donating
  • The donation date
  • The donation amount
  • The donation or payment reference
  • The reason for requesting a refund
  • Any supporting information reasonably required to verify the transaction

For security purposes, we may ask for additional information to confirm your identity and authority to request the refund.

Do not send complete card numbers, passwords, PINs or online-banking credentials.

6. Unauthorised payments

If you believe a payment was made fraudulently or without your permission, contact us and your bank or payment provider immediately.

We may refer the matter to PayFast, the relevant financial institution or an appropriate authority for investigation.

A refund may be delayed while an unauthorised transaction is being investigated.

7. Refund decisions

We will review the request and respond within a reasonable period.

Where a refund is approved:

  • It will ordinarily be made through the original payment method
  • It will ordinarily be paid to the account from which the donation originated
  • Processing times will depend on PayFast, the donor’s bank and other payment providers
  • Any non-refundable third-party transaction costs will be handled in accordance with applicable law and the payment provider’s rules

We may decline a refund where:

  • The request cannot be verified
  • The donation was made knowingly and voluntarily
  • The funds have already been committed or spent
  • Fraud or abuse is reasonably suspected
  • The request relates only to dissatisfaction with the pace, sequence or outcome of the project
  • The request falls outside rights available under applicable law

We will provide a reasonable explanation where a request is declined.

8. Project changes

Project plans, priorities, quotations and timelines may change because of available funding, permissions, safety considerations, contractor availability or site conditions.

A change to the project plan does not automatically entitle a donor to a refund.

If a particular activity cannot proceed, the BCA may apply the donation to another reasonable requirement within the Pinegowrie Post Office Precinct Project or a closely related precinct-restoration purpose.

9. No returns or exchanges

Because no products are supplied:

  • There are no goods to return
  • No exchange process applies
  • No shipping or collection arrangements apply
  • No warranties relating to products are provided

The payment confirmation and thank-you email are acknowledgements of a donation and not product invoices or delivery commitments.

10. Chargebacks

Please contact us before initiating a chargeback so that we have an opportunity to investigate and resolve the matter.

Fraudulent, dishonest or abusive chargebacks may be disputed using the transaction records available to the BCA and PayFast.

This clause does not prevent a donor from exercising legitimate rights through their bank or payment provider.
